What happened
Nathaniel V. Hall, a state prisoner without a lawyer, filed a petition challenging his 2012 aggravated-mayhem conviction. The petition named Jeff Lynch as respondent.
The court said both it and the federal court in the district where Hall was convicted had authority to consider the petition. But witnesses and evidence were more readily available in the county of conviction.
The court transferred the matter to the Northern District of California. Judge Edmund F. Brennan ordered the transfer without deciding whether Hall’s challenge was legally valid.

Background
Nathaniel V. Hall, a state prisoner proceeding without a lawyer, filed a petition under 28 U.S.C. § 2254. Section 2254 allows a state prisoner to ask a federal court to review a state-court conviction. Hall challenged a 2012 Santa Clara Superior Court conviction for aggravated mayhem. The petition named Jeff Lynch as respondent. Hall was incarcerated at California State Prison, Sacramento, in Sacramento County.
Court’s reasoning
The court explained that both the Eastern District of California, where Hall was incarcerated, and the federal district containing the county of conviction had jurisdiction to consider the petition. The court determined that witnesses and evidence relevant to Hall’s application were more readily available in the county where the conviction occurred. It therefore concluded that transferring the case would further the interests of justice.
Ruling
The court ordered that the matter be transferred to the United States District Court for the Northern District of California, the federal district that includes the county of conviction.
