What happened
Carzoglio, who is incarcerated at Attica Correctional Facility, filed this case without a lawyer under a federal civil-rights law. He alleges that corrections officials and other defendants violated his constitutional rights by restricting his access to the Attica law library.
The court found that the alleged events occurred at Attica, in Wyoming County, which is in the Western District of New York. Because the case was filed in the wrong federal district, the court determined that the Western District was the proper place for the case.
Judge Laura Taylor Swain transferred the case to the Western District of New York in the interest of justice. The court closed the case in the Southern District, did not issue summonses, left the decision about proceeding without paying filing fees to the receiving court, and denied fee-free status for any appeal from this order.

Background
Angelo A. Carzoglio did not allege where the defendants reside, but he alleged that the events underlying his claims occurred at Attica.
