In re: Maajid Anthony: Judge Swain dismissed the action without prejudice after Anthony neither paid filing fees nor submitted required forms.
Maajid Anthony, the plaintiff, whose action was dismissed without prejudice for failing to submit the required forms or pay the filing fees.
What happened
In In re: Maajid Anthony, the court had ordered the plaintiff to submit an application to proceed without paying filing fees and a required prisoner authorization, or to pay the $405 filing fee. The order gave him 30 days to comply.
The plaintiff did neither. The court therefore dismissed the action without prejudice. It also directed the clerk to enter a judgment dismissing the action for that reason.
Judge Laura Taylor Swain ruled that any appeal would not be taken in good faith and denied permission to appeal without paying fees. The ruling did not address the underlying claims.

Background
On June 12, 2025, the court ordered Maajid Anthony to submit, within 30 days, a completed application to proceed without paying filing fees and a prisoner authorization, or to pay the $405 required to file a civil action. The order warned that failure to comply would result in dismissal.
Ruling
Because Anthony did not submit the application or pay the filing fees, the court dismissed the action without prejudice under 28 U.S.C. §§ 1914 and 1915. The court directed the clerk to enter judgment dismissing the action for that reason.
Appeal and disposition
The court certified under 28 U.S.C. § 1915(a)(3) that any appeal would not be taken in good faith. It therefore denied permission to proceed without paying fees for an appeal. Chief United States District Judge Laura Taylor Swain signed the order.
