What happened

Background
David Lewis Ranson, an inmate at the Maple Street Correctional Center, filed a prisoner complaint under 42 U.S.C. § 1983 without a lawyer. He also applied to proceed without paying the filing fee, an application commonly called an in forma pauperis application.
The application was incomplete. Ranson filed a copy of his prison funds certificate that was not signed by an authorized prison officer, and he did not provide a copy of his prisoner trust-account statement. The Clerk notified him that he had 28 days to submit the required documents and warned that failing to do so would result in dismissal. More than 28 days passed without Ranson submitting either document.
Ruling
The court dismissed the action without prejudice. It also denied Ranson’s fee-waiver application as incomplete, terminated all pending motions, and closed the file.
The order did not decide the underlying allegations in Ranson’s civil-rights complaint. The dismissal was based on the incomplete filing-fee application and missing financial documents.
