Background
Steven Roehrs sued Sandra Walstrom, Ervin Abraham, Janet Tharp, and Garry Walstrom in federal court. The dispute concerns control and management of family farmland held by the Ronald E. Roehrs Trust.
A related Minnesota state-court case concerned the administration of the Trust. On July 11, 2023, the Waseca County District Court confirmed Janet Tharp’s appointment as trustee and ordered entry of judgment. Michael Roehrs appealed. On April 30, 2024, the Minnesota Court of Appeals remanded the matter to the Waseca County District Court to make findings and clarify its order.
The federal court had previously denied the defendants’ motion to dismiss and granted their motion to stay the federal proceedings until the Minnesota Court of Appeals decided the related appeal. The court later extended the stay after the state appellate court remanded the matter. On June 12, 2024, the Waseca County District Court scheduled a review hearing and stated that parties could raise issues through properly filed motions.
Discussion
The court explained that a federal district court has inherent authority to stay proceedings when related state and federal litigation is pending. That authority allows the court to manage its docket efficiently while balancing the interests of the court, the lawyers, and the litigants.
The court found that continuing the temporary stay still served judicial economy and justice. The Waseca County District Court was expected to address issues after the review hearing, and further appeals were possible. The federal court stated that the stay would remain in effect until the state court issued its order and any related appeals were resolved.
The parties must inform the federal court about orders issued by the Waseca County District Court and any resulting appeals. The federal court will then reconsider whether to extend the stay, consider Steven Roehrs’s earlier request for permission to amend his complaint, or otherwise proceed with the case.
Order
Judge Susan Richard Nelson ordered that the stay of proceedings be extended. The order did not resolve the merits of the federal dispute.
