Background
Raghavendran Shankar submitted his complaint by email on March 7, 2024. The court required him either to pay the $405 filing fee for a civil action or to submit an application to proceed without paying the fee.
Shankar did not pay the fee or submit the application. In an April 2, 2024 order, the court gave him 30 days to do so and warned that failing to comply would result in dismissal. Shankar still did neither.
Ruling
The court dismissed the complaint without prejudice under 28 U.S.C. §§ 1914 and 1915. The opinion does not address the substance of Shankar's claims. Judge Laura Taylor Swain also certified that any appeal would not be taken in good faith and denied fee-waiver status for purposes of an appeal. The court directed the Clerk of Court to enter judgment.
